The trade-off here is more complexity in usage verses a more complex-mental 
model needed.  Or in other words; more knowledge in the world (on screen) 
verses more knowledge in the head.

With the huge amount of data available in those comboboxes its easy to get 
overwhelmed and lost.  What you mistake for more complexity is an added 
visual element that literally makes the thing less complex, by adding a tiny 
amount of complexity.  But since its visible that added complexity is very 
little; and IMO very much worth it.

That said; the idea should bounce around a little more to get perfected. I 
would also appreciate heading what you think is good about the proposal. Just 
saying you don't like it is less then constructive.

Toolbar buttons are very much allowed on dialog. So to get those you don't 
need a window.
I don't think a window is worth it.

The popup gives convenience options. Just like all popups do. Selecting the 
item will show it in an open mainwindow where all these options are available 
as menu items and toolbar buttons.

Don't mistake added ease-of-use functionality with primary functions. You'll 
get a waterhead-like application if you do.

More widgets is, again, not more complex. The way of working has gotten more 
to the point; and better represented on screen.

Overall; reading your email I feel you are not the right person to play 
dumb-user, please leave that to the usability experts.
