You don't need both buttons. You can simply always use the "New message 
to mailing-list" button. If you are not in a mailing-list folder then 
it works just as "New message".

We can't do this. In the past there was only a "New message" action 
which worked as "New message to mailing-list" if the user was in a 
mailing-list folder. But some people were too stupid for this feature. 
They sent private messages to mailing-lists. Therefore we had to 
introduce a separate "New message to mailing-list" action. Your idea 
would revert this split which is unfortunately no option.

Anyway, thanks for the suggestion. Suggestions 2. and 3. sound like a 
good idea.
