I think this is a bad design decision, for the following reason: 
On Cyrus-IMAP, you can ONLY create subfolders in your account UNDER the 
Inbox folder. I use kmail-1.5.1 with two or three Cyrus-IMAP accounts, and I really 
NEED to create subfolders of the INBOX folder in order to work decently. Now I 
have to fire up Mozilla each time I need to create a subfolder, and that while I was 
telling everybody how much better KMail is than Mozilla-Mail :-( 
This used to work in earlier versions, PLEASE make it work again !!!!!
