Yes, unless KMail detects an inconsistency between the index and the 
contents of a folder. In this case compaction is disabled to avoid 
losing messages. In ~/.kde/share/config/kmailrc folders for which 
compaction is disabled are marked with Compactable=false.

We are considering a better solution.
