I don't think this is related to Bug 46575.

To reproduce the problem create a new message, attach your public key and save the \
message as draft. The header of the attached key will now look like this: =====
Content-Type: application/pgp-keys;
  name*="iso-8859-15''mein%20PGP-Schl%FCssel"
Content-Transfer-Encoding: 7bit
Content-Disposition: attachment; filename=public_key.asc
=====

Now edit the message and save it again as draft. Now the header of the attached key \
looks like this: =====
Content-Type: application/pgp-keys;
  name="Anhang: 1"
Content-Transfer-Encoding: 7bit
Content-Disposition: attachment; filename=public_key.asc
=====
