To reproduce the problem create a new message, attach your public key and save the message as draft. The header of the attached key will now look like this: ===== Content-Type: application/pgp-keys; name*="iso-8859-15''mein%20PGP-Schl%FCssel" Content-Transfer-Encoding: 7bit Content-Disposition: attachment; filename=public_key.asc ===== Now edit the message and save it again as draft.
