For private mails this usually works well, but for bug reports this is mostly
not really that easy.

Sorry, but I do actually try to fix reported bugs in order to improve the
quality of KMail and I don't think that this can be done best if we have a
few thousands open bug reports and loose the overview.
I can of course also close bug reports without commenting, this is still the
best possibility I know for some cases, but this is still not perfect as
people then often complain that I closed the report although the "bug" is
still not fixed.
