Of course he does not 'have to' ask for that.  :-)

But it might be wise not to listen to the HEAD developers: Doing so will
increase the chance your branch can be merged with the official KMail
HEAD branch.

Of course you are free to do what you want in your branch - but in case
you do _not_ intent to prevent branching trying to avoid unnecessary
gaps between the two branches would certainly be a good idea.

That's why I wrote "Get the OK".
It was only a proposal of mine, nobody forces him to wait for an OK.
