this is exactly what kioslaves do.

no, they provide a filesystem-like interface to the protocols; they do not 
provide block device style management (though they can be twisted into doing 
so ;-) ... the fact that they aren't well suited to raw byte stream type data 
is actually seen as one area of possible improvement of the KDE technologies.

this is a slightly different issue, namely making IOSlaves work well (e.g. 
generically) in a messenging environment. this is probably something that 
belongs in the messenging environment support of KDE. zack's work in KMFolder 
is a step in this direction.
