It has been there in old releases of KMail and it has been moved to "Message" 
because that is the first place you look for such an option.

The KMail readerwindow doesn't fit the "document oriented approach" too good 
because it it is unclear what the document is. If you try anyway you will 
find after thinking long and hard that KMail works on "mail" and that this 
"mail" is split along "folders" and that "folders" are split along 
"messages".

(And perhaps you could even say that "mail" is split along "mail accounts" and 
that "mail accounts" are split along "folders", although that is technically 
not 100% correct)

If you now look at the menu you see a seperation along the same lines:

Mail (File menu)
[Edit, View & Go]
Folder
Message

Strictly speaking "Save as" and "Print" are somewhat strange under "Mail" and 
would actually belong under "Message" but these options are traditionally 
always found in the File menu. The cost of breaking this tradition does not 
weigh up against any benefit.

All options for manipulating folders, including creating new ones, are found 
under Folder.

All options for manipulating messages, including creating new ones (e.g. new 
message, reply, etc), are found under Message.
