The rationale behind all this, i.e. no folder locking and the above, is 
that KMail wasn't designed to share the mail folder with other 
programs. It's as simple as that. If KMail is the only program which 
accesses the contents of ~/Mail then none of the above is necessary 
resp. a problem.

Today it's clear that it was a bad design decision to assume that KMail 
is the only program which accesses ~/Mail. This will be fixed at some 
time in the future. If you can't live with the current restrictions 
then you can't use KMail until this is fixed.
