Maybe the BSI people will use S/MIME. I doubt that home users will 
widely use S/MIME in the near future. They will use PGP/MIME instead.

IMO this layout is not logical since attachments are attached at the end 
of the message. Compare this to the list of attachments in real-life 
letters which is also at the end of the letter and not directly after 
the header.

Therefore IMO the new layout #2 is the better default (also because it's 
consistent with the composer as Marc noted).
