The current incarnation of the patch doesn't use KLocale data members anymore.

It's there because it's potentially useful in KNode, too. You might have 
noticed that I try to steer prople contributing patches to make them use 
Knode technology or at least try to make the technology they develop 
available for KNode, too. That's why Zack put it into libkdenetwork.
Also, KMime is equally well about presentiation as it is about parsing, else 
you'd still end up with the reader doing message parsing.
