Unfortunately, especially web mail services.

Correct would be:
Subject: =?windows-1251?b?3uHo6+Xp7fvpIOru7fbl8PIg4/Dz7+/7?=
 "=?windows-1251?b?wMrCwNDI08w=?="

"View source" uses the encoding from the charset paramenter in Content-Type 
header which at least exists in this mail.

We could indeed work around this for at least displaying the message, but in 
the headers pane, this is at least with IMAP impossible, because we don't 
know the Content-Type header when fetching the header envelope. It we want to 
support this everywhere, it lead to loss of performance for example for 
searching.

Then there seem to be especially in Russia lots of mails around, that don't 
even have a charset specified in the Content-Type header. In this case only 
manually setting for every mail helps.
