Yes, it's useful. But nevertheless it doesn't have to be shown for each 
attachment. Have you ever attached more then 5 files at once? It's 
really a PITA that one currently has to close one dialog for each 
attached file.

The dialog isn't removed. It's only no longer shown automatically. If 
the user wants to change some of the options he can still do this.

Adding the checkbox for inline attachments is a good idea. So please go 
ahead.

Why? There could also simply be two new columns in the attachment list. 
One for "sign this attachment" and one for "encrypt this attachment". 
Then the user wouldn't have to open the properties dialog for each 
attachment he wants to sign/encrypt.
