The most likely your server doesn't support the UIDL command.
If it works with Netscape, that only because Netcape uses the LAST command 
which has been removed from the POP3 standart in 1996 because it is 
unreliable. For example in the case the connection breaks while downloading, 
you loose mail.

 I am using kmail to access a POP2 server.
 I have configured kmail to leave the messages on
the server.
 When checking for new messages, also the old ones
are downloaded: in other words, kmail appears to
download again, and mark as new, messages which
had already been downloaded and saved in the inbox.
 I have cross checked that when using netscape
messenger the problem does not appear.
