The problem is, that there are still quite some mail clients and especially 
web mails services around, that don't add a charset header to the mail.

Without this menu, it is basically impossible to read such broken mails.

Quite some people even complain, that this setting is that hidden in the menu 
and not in the context menu and that it doesn't work for headers and want 
even a default charset on a per folder basis to be able to read Polish mails 
and Russian mails...
