Dirk: did you really think you solved _all_ mystery around Refresh? :)
I found another very nasty implmentation detail (see www.spd-berlin.de)

<meta http-equiv="Refresh" content="1; URL=http://www.spd-berlin.de; 
target=_top">

"target" is not correctly evaluated but rather treated as part of the URL...

Seems like we need to work around that another time...  
HTMLMetaElementImpl::attach()  seems to be appropriate. Any idea?
