Hmm..

Take a look for example here:
http://news.cnet.com/news/0-1003-200-5006606.html?tag=mn_hd

Now point your mouse on the big AD there and try to use the mouse Wheel... it
won't let you continute to scroll the page until you move out of the AD... and
it does let you scroll on Windows..

The behavior is good if you're standing on a scrollable text box, but not on
ADS..
