Yes, but especially for inline frames, this behaviour may be undesirable.
I don't want to decide whether it is or not, even though changing the 
behaviour would be simple.

Are you sure? What Peter just pointed out was that iframes in IE don't accept 
the wheel event but propagate it to the parent if they're not focused.
I must admit that i like this idea, but if i'm the only one, we should close 
that BR.
