They are used for kfm - kioslaves communication.
In detail, kfm_* is used by kfmlib, to talk to the running kfm,
and kio_* are used by kioslaves, to talk to the running kfm as well.

The removal of them belongs to kfm but is subject to various conditions, 
such as termination signal being correctly caught, and other strange
problems 
that can make kfm not delete them properly.
Wasn't there a (not so) recent fix in relation with this, using a X call
(to make sure the procedure is called when the KDE session is closed
by kwm on logout) ? Check the cvs logs and the bugs page...
