Version:           3.3.1 (using KDE 3.5.1, Gentoo)
Compiler:          gcc version 3.4.5 (Gentoo 3.4.5, ssp-3.4.5-1.0, pie-8.7.9)
OS:                Linux (i686) release 2.6.14-gentoo-r6

The bug is reproduced as following: 

Open a codefile. The file (i.e. number of lines) must be longer then your actual \
window can display. Now insert a line longer then your window can display and use the \
horizontal scrollbar to scroll to the right and place the cursor at the ending of the \
line. (you can use the "end"-key instead). 

When you now scroll down (or up) so that the cursor is not on the screen. -> The \
horizontal scrollbar gets reseted and greyed out, but the screen has offset to the \
right. I dont think this is right.

Its also a bit annoying, because i have to use the cursor-keys to move the cursor to \
the very left to reset the offset.  Otherwise i sometimes see only half of the code. 

This bug might be related to Bug 78135
If you cant reproduce the bug, send me an email and i will create some very verbose \
screenshots.
