It seems that dirmngr is not able to get the CRL for the certificate you 
are trying to encrypt to. Note, that nowadays, whenever possible, OCSP 
should be used instead of CRLs. If it's not important for you to check 
whether the certificate is still valid then enable "Never consult a 
CRL". Otherwise, I suggest to ask the experts on the gpa-dev@gnupg.org 
mailing list.
