What version of KGpg are you using ? 
There is no filter in the file dialog of Key manager->Keys->Import Keys, at 
least in KGpg from KDE 3.2.2 and KGpg cvs.
Maybe most you should update your kdeutils package...

If you don't have a really old KGpg version, you can drag and drop the file 
into the key manager window.

That's a gnupg issue. I don't think it is possible.

Usually, the .asc extension is used to design ascii armored files, wich means 
the files are ascii encoded, you can open them in a text editor, or include 
them inline in an email.
*.gpg files are binary files, that cannot be opened in a text editor.

When you export or encrypt with gpg, you can specify the --armor (or -a) 
option to export ascii text. KGpg defaults to ascii output for keys export 
and text encryption.
