I think it's fairly customized, and not running a very recent Bugzilla 
version. W3C's database is of a quite recent version, as seen in for example:

http://www.w3.org/Bugs/Public/show_bug.cgi?id=3337

IIRC, there have been expressed interest in upgrading KDE's bugzilla, but it's 
not so simple because of KDE's customization.

If I were to setup a bug database, I would go for the latest Bugzilla.
