That tends to lead to bugreports being send to the webmaster, which is 
something we would like to discourage.

When you are logged in and you visit your bugreport, eg:
http://bugs.kde.org/show_bug.cgi?id=60883

Then there will be a box "Severity:" that most likely says "Normal". You can 
change that to "Wishlist".
