I've just finished writing a short guide on how to compile KDE apps against an 
installation of ready made KDE packages (i.e. using the windows installer, not 
emerge):

This is distilled and adjusted from our packaging instructions for RKWard 
(which are a bit more complex, still), so I hope I did not mess it up along 
the way.
