They probably have consider upgrading to Windows XP and Office XP haven't

I believe if the insurance industry gets more competitive, the price of 
Window XP and Office XP will get them to consider or open to cheaper 
alternative.  As you may be aware that in the software industry there's a 3-5 
years technology cycle.  Microsoft is focusing the industry to go on a 
subscription based model to ensure continual revenue stream.

I hope you would reconsider and send an email to management to see their 
reactions.  Sometimes the most ridiculous comments are the most valued one.  
Good management always want to hear good and bizarre ideas.  I do. :)
