Subject:    How do you set up KDE system menu and panel options?

There has to be a way to set up menu items that are common to all 
users, but I sure can't find it.   They aren't stored anywhere in my 
local user .kde directory and I can't quite figure out where they are 
comming from.   Tried running kmenu as root, but it just sets local 
menu items for the root user.   Anyone else have any bright ideas???
