  Both Scilab and Octave are free and do this. 

Scilab:

 http://www-rocq.inria.fr/scilab/

Octave:

http://www.octave.org/

 You will also need GNUPlot for Octave. 

 Scilab is availabe in RPM form. Newest release was the beginning of April.
