Hi Kirk,
here is what I did in the past for that purpose:
1. export your addressbook from netscape to a text file (depends on netscape 
version how to do this)
2. tell kmail to use kab as addressbook
3. write a short perl script which reads the netscape export file and writes 
the entries out to ~/.kde/share/apps/kab/addressbook.kab together with the 
required xml tags - a good point to start from is 1st take a look at the 
existing addressbook.kab to see which tags have to be in there.
