if you use xmms, make sure you use the artsd plugin for output, otherwise
    it won;t work.

is arts indeed running ?
does
wavplay /yopur/favorit/sound.wav work ?
how about 
artsdsp wavplay /yopur/favorit/sound.wav ?

Have you checked kmix to see if your volume isn't set to 0 ?

[yes, that happened to me after I upgraded from 2.1 to 2.1.1,
for some reason I had lost my default volume settings, and kmix defaulted
    to setting everything to 0 ...

    That was fun to figure out ;0)

Security considerations ?

I know there is a good reason for not setting it on by default , but I
cannot find the docs where I read it ..
