Is the KDE directory in your path? From your message, it would appear that it 
isn't.

While we are on this thread -- it would seem that one would need a new Qt for 
beta4, but I'm not certain. I thought Qt was frozen, and when I last updated 
it (rather recently) I used the Qt-2.2.0 final source as a basis for 
compiling the rest. Now, when I attempt to compile the newest kdelibs (9/9 - 
it's been a little over a week since I last built stuff) the compile dies 
early on in kdecore, complaining about some functions or whatnot in qxml.cpp 
(which I thought had been part of Qt).
