Subject:    Weird modem speed

I'm rather new to Linux but learning fast :-)

On a dedicated box ( Pentium 166, 64Mb RAM) I 
installed recently Caldera OpenLinux 1.3 which has KDE 
1.0.1  ( Yes I will upgrade it shortly...)

Installation wa successfull as well as pppd setting. The 
weird thing is this. if I connect as superuser the modem 
connects to my ISP at maximum speed ( 33.6)

If I connect as user, the modem surprisingly connects at 
very low speed, 2400 to 9600. !

I checked the modem setting in kppp and they are 
identical in both root and user. I'm at loss and would be 
grateful for some hint.
