Took a look at KInstaller.  Looks to be quite a nifty application.   
LokiGames is working on an installer here:
http://www.lokigames.com/development/setup.php3
A grapical install for themes would be quite nice.  Whatever is used, it 
needs to be easy for the person creating the theme to put their theme in that 
format.
