Mozilla was running a voting thing inside of bugzilla for a long while to try 
and flush out the most requested wishes.  It seems this was a screaming 
failure.  Not because the idea wasn't sound, but because it was worked into 
the bug db along with the couple hundred thousand other bugs.  It was just 
too massive a scale to comprehend which of them bugs were important to you.

As I recall, didn't KDE has a voting system for bugs prior to the web site 
re-design?  Perhaps something along these lines, only seperated from the main 
bug database so as to only handle wishes and voting on them?

Personally, I think a web based study such as this is in order prior to 
bringing folks into a testing center.  Perhaps not the wish thing as I 
described, but something where folks can come on in and take a survey on the 
web from anywhere.  A link to this could be built into the next KDE to 
encourage those folks who have used, or at least tried it out, to come on 
over and give their opinion on how to make KDE that much better.
