Just do it and hope that nobody will notice. :-D

Seriously: Except my suggestion to combine the Hover actions, no string is 
changed -- just moved. That shouldn't hurt translation teams at all.
So here's my suggestion: Move the settings as I suggested. 

Then either combine the Hover actions and use the general "Enable Animations" 
label for that. Move that one to General as well. 
Or: just enable the Hover settings by default and remove those configs for 4.4 
-- as explained by Leo those don't harm performance anyway.

It's far from perfect, but IMHO still improves the situation. Then we'll have 
more than enough time to make it perfect for 4.5.
