Yes, I have spoken with Dominik Haumann who informs me that his
prefered behaviour for Kate is:
- Prefix = .
- Suffix = ~

He has no problems with that being the default and he confirmed that
another Kate dev (Christoph) agrees with him. Or us. Whatever, they
agree that the default behaviour should be to have the "." prefix and
"~" suffix on the files.
