Because that immediately decreases the amount of possible shortcuts, in
some applications you'll face the problem of having quite a lot of actions
that should have shortcuts. And with a lot of actions the possibility that
two or three should have the same letter in the shortcut for easier
recognition and associating it with the action. So at that point you'll
have to start using three-key-shortcuts or leave one action without
shortcut.

If you look into the archive of this mailinglist you'll notice that thats
not the first time somebody proposed something like that (search for Jakob
Petsovis). But it won't work, unless KDE completely breaks with standard
conventions used in other DE's/platforms.
