I look at it this way:

You have a million people playing one-arm bandit machines, making $20 - $30 a 
pull. You say to them, 'I can change the lever so when you pull it, it will 
give you $ 1 000 000.'

They reply, 'No thanks, we like where the lever is, we don't care if we make 
big bucks or not' Yea Right

If KDE allows users to configure the full screen short-cut, then its default 
doesn't matter. If it doesn't, perhaps that is the real issue?

KDE should handle an app's window, that's its job. Apps should be looking for 
system events, not specific keystrokes. Apps that tie keystrokes to window 
actions are 'not well behaved', no matter how popular they are. Well behaved 
apps will respond to window events and allow KDE to assign short-cuts to 
them. If users don't like the default, they can change it and the app will 
still get its fullscreen event.

Also, we have to ask, 'What benefit do users get from apps that bypass KDE's 
short-cut mapping?' The answer is 'a dispute over short-cuts'. Some benefit.

It is questionable whether F11 exists on all keyboards where KDE is deployed. 
Some device may have ctl and shft, but not F11, or vice verse.

To answer the original question, No, I think KDE should allow users to assign 
their own fullscreen short-cut. If an app doesn't respect the mapping, users 
should file a bug report with its developers. The consistency among apps lies 
in their response to system events, not specific keystrokes. Since there is 
no agreement, perhaps KDE should not have a fullscreen default.
