I'm not suggesting a specialized plugin, I'm perhaps suggesting something that 
is on by default (but could be turned off if annoying specialised users).

Yes, it is for individual apps but as a general comment across apps I think it 
is valid when discussing tooltips as a usability benefit.

Really what I personally think is that the defaults should be as usable as 
possible for novice users and then advanced users can tweak it to how they 
want, as they will actually find the options to turn things on/off which novices 
are unlikely to.
