This adds a menu delay control like in "serenity" style. It can set a menu 
delay value in some range.
I just want usability professionals to test it. It is only aproof of concept. 
For example - try to set a very long delay, and you will see that you need to 
click on menu to open it, thus reduce occasionally mistakes with menu hover.
