we need code to change these symlinks safely whenever the language changes, 
though we could probably do this safely in start up code in the desktop (to 
cover changing settings via the log-in manager), the l10n control panel and 
any relevent systray apps.

oh, and not really unique to the symlinks solution, i think a ~/Desktop folder 
is a rather daft idea in general. saving things to the desktop is 
understandable but a literal folder that gets shown as your desktop is a bit 
outdated.
