One difference is that the proposal on the Appeal project 
(http://appeal.kde.org/wiki/Content_Manager) requires large icons. Imagine 
using that with icon size 16x16. This idea could work also with small icons. 

The "pie menu" could be activated after a timeout OR a drag movement and the 
actions would only be committed if the mouse button is released on the action 
icon.

I think it is a good idea!
