You can get this configuration with the current Konqueror. It's not the 
default though. One thing you can't do with Konqueror is put the menu bar on 
the same "line" as the navigation bar. You can do that with Firefox. This 
uses even less screen space.

I like one close button over to the right instaed of individual close buttons. 
I find that I accidentally click the close buttons when the are on each tab.
