this is what kresources is supposed to address. in the KDE API there are 
standard means of locating global and local resources (which return URLs), 
and kresources is meant to add a more flexible system for things like 
calendars and whatnot. there are design issues with the current kresources, 
however, that will be fixed only in KDE4.
