i'm not against the idea and standard locations for data, i'm just delivering 
the facts based on reality:

	o it's usually a lot trickier than it seems at first blush (which is why 
MUA's tend not to use the same directories to store email, btw)
	o there's no way to do this by policy. each app needs to buy into the scheme, 
and there are a lot of apps out there and a lot of different kinds of apps
	o even if we achieve nirvana 3 years from now, we still need to deal with the 
way things are today (and support that for years to come as legacy if nothing 
else)
