in KDE4 i'd like to experiment with making it easier to make the desktops
"task/project oriented" so that you can make an "email" desktop and all email
things will happen there, for instance. i'm still working on details of how
this would work, but i have a suspicion that if done right it would help make
virtual desktops more accessible to the general public.

how about dragging from the taskbar to the pager? (that's already in SVN)
i really don't have a huge ideological thing against what you're requesting
though.

learning C++ is best done by a book, IME. there are a number of them at the
bookstore / library.
for Qt, it comes with tutorials that you can follow. and developer.kde.org has
information on KDE, including extensive API documentation.
btw, this "how do i start issue" is why i'm putting together Lyceum (devel
site: http://lyceum.bddf.org). until then .. =)
you can also ask questions on kde-devel@kde.org and on irc in #kde-devel on
the freenode.net IRC network.
