All KControl development have been stalled(and rightfully so) until KDE 4, so 
that document, or how it now will be modified, is put "on hold" until then. 
That's what past discussions long ago have concluded.

Also, I think it's "validness" should be taken lightly because it's too much 
work in progress, it's difficult to write guidelines for something that's 
radically different and which cannot be changed(currently).
