Extra hidden files make a lot of sense -- for not confusing the user 
when browsing / and such.
OSX Finder looks for a text file called .hidden, which specifies 
additional (besides .*) hidden files.
It should be quite easy to do this for Konqueror/KFileSelector, for 
somebody familiar with internals.
This would also be compatible with OSX,  which is probably a good thing, 
since no other
widespread method for specifying hidden files seems to exist (?).

User should still see everything, if "Show hidden files" is enabled, of 
course. Linux is all about choice :-)
Restricting access belongs in the kernel. Atempt to do so in KDE is 
feeble and will fail.

Actually, file manager/selector should probably not even provide direct 
link to / by default anyway
(Finder doesn't, but it is in the Places menu). If the user needs to 
navigate to /, chances are,
that he really wants to go somewhere else (eg mounted device), so direct 
link there is better.

Defaults are *extremely* important. User can change them, of course, but 
most of the time he
doesn't want to, so they must be right. Administrator can provide links 
to shared directories on user's desktop
(or even better, sidebar or bookmarks). User can easily delete them, if 
they are not needed.
